A U.S. Treasury report released Monday found that the agency could save
taxpayers an estimated $36 million to $39 million annually if the federal
government could negotiate the fees with Visa Inc. (V) and MasterCard Inc.
(MC). Retailers–and now the federal government–argue that they have limited
leverage to negotiate the fees they must pay each time a customer uses a credit
or debit card.
