In a year when millions of Americans are out of work and businesses everywhere struggle to remain viable, it is simply counterintuitive for Congress to pave the way for higher costs to consumers and retailers. But that is precisely what’s in store if lawmakers back away from their promise to restore fairness to the “swipe fees” charged when customers use their debit cards to purchase items large and small.
